Wotc steam workshop does not download subscribed mods

Extract the zip file into your SteamApps\common\XCOM 2\XComGame\Mods folder. If you have done it correctly, there should now be a folder inside the Mods folder called "MoreMapsPack". I checked my A3Launcher and it appears newly subscribed mods or updated mods are not downloading. I have enough free space on my SSD. It started around the middle of Dec until now. For example the RKSL mod recently uploaded sits in the QUEUE waiting to be downloaded but it never does. I do not have a mods folder. To all appearances subscribing to mods does not actually download them. There is no xcomgame\mods folder in my install directory until I made one and now it sits empty. They show up in the launcher, it says the mods are installed, but none of them have any effect on the game. And so far, the most promising result I had was using "workshop_download_item 107410 453577279" where 107410 is the AppID for Arma 3 on steam and 453577279 is the workshop content ID of some random arma 3 mod/addon. (the content ID is the number at the end of the workshop mod URL).

If that's a problem, as it has been for a number of people on these forums already, then you can download and manage them manually instead. There's a Steam Workshop Downloader (google that and it'll be the first result), not sure if it works with Civ 6's workshop, but if it does then that's an easy way to do it. As for the Workshop mods not installing, when you subscribe to a mod through the Steam client (make sure it's through the Steam client itself), you should see a download go through as if a game was installing. If not, it may be folder permissions messing it up. I just felt like playing civ5 again, and hit the same issue: no mods present. According to Steam Workshop I subscribed to a crapload of mods, according to Civ5 there are no mods installed. Trying to remove mod and cache files a mentioned in this thread did not help either. Civ 5 on Mac does not have mod support, which Steam does not acknowledge anywhere. Last I checked, I could subscribe to mods, and Steam would actually say it's downloading them, but there is no dialog for enabling mods in-game, and last I checked, there is not even a way to hack in partial mod support anymore, as there was early on.
